Xiamen

Xiamen is situated on the southeast coast of Fujian Province, to the west of the Taiwan Strait. Xiamen is one of the most competitive cities in China, and it also ranks the top in comprehensive competitiveness of government service, legal system, system building, culture & education, infrastructure, market openness, etc.

In 1980 Xiamen was one of the first four special economic zones (SEZ) in China. One of the few municipalities enjoying independent status in state economic planning, Xiamen enjoys provincial level autonomy and local legislative power in economic administration.

This situation is reflected positively on the fiscal treatment of the Foreign-invested enterprises (FIE):

1) Foreign-funded enterprises pay corporate income tax at a rate of 15% and are exempted from local income tax.

2) Productive enterprises with an operation period of no less than 10 years are entitled to a tax holiday for the first 2 profit-making years and a 50% tax reduction for the following 3 years.

3) After the maturity of the above-mentioned tax holidays and concessions, enterprises accredited as hi-tech or export-oriented ones are entitled to a tax rate of 10%.

4) If the foreign-invested enterprises purchase the domestic equipment within the total investment amount in accordance with relevant conditions stipulated by the State, then 40% of the equipment investment can be deducted from the increased corporate income tax resulting from the procurement of equipment that year.

5) Self-used equipment imported within the total investment amount for productive projects, which fall into the category of the Encouraged Projects of the Catalog for the Guidance of Foreign-funded Industries, are exempted from import duties, value-added tax and consumption tax rising from import, except those listed in the Catalog of Non-duty-free Imported Commodities of Foreign-funded Projects
